If it is outlawed, then that indicates to me that most of the devices of this type which actually find their way into service and help mitigate the impact of discontinuities in energy supplies will be home-built contraptions assembled from clandestine plans and criminalized know-how. Fine by me.

I agree, but it would suck for someone willing to do the "right thing" to get busted and jailed, no doubt in a very public way. That more than anything else will cripple any similar emergent technology.
